Cannot add any offers and errors in country list

Hi Guys,

I am having issues with adding any offer from any CPA network.

When I try to add a new offer, I don't seem to get a save option?

Also, under the assigned countries list I am receiving an error message. The error says "can not open GeoIP.dat"

I checked the directory under mcl/temp folder but there is no file by this name there. When I downloaded a new copy of MCL, it did not have this file either.

any help would be appreciated.
